At a summit of african leaders in Libya this week, the host Muammar Gaddafi pushed the drive for the adoption of turning the AU into a bloc modelled after the European Union style bloc.
However, the only approved plan (yet to be ratified by member states) was that of enhancing the powers of the AU in the role of coordinating defense policy and trade negotiations.
Ten years ago in Libya the initial founding dream (of 53 nations) was set to fight instability & poverty
Barriers encountered then are still in operation to date - custom tariffs and rescrictions, border issues, transport link inadequacies etc
Major concerns may include

[*]Foreign Policy
[*]Exactly what reall new powers the reformed body would have?

It is a wise decision to take all of these home for deleberation & ratification by member states.
