Six Point Agenda On Submitted Paper To Niger Delta Technical Committee Ugo Harris UkanduI support the on going effort by President Musa Yar'Adua government to bring peace and economic development in the Niger Delta Region of Nigeria through the Niger Delta Technical Committee(NDTC), but the hard work and sincerity has to come from the people, leaders, opposition, resistant and militant groups in the region. I have a few suggestions to make in my presentation paper to the committee: here it is. (1) Niger Delta region needs the recruitment of experienced and credible leadership and experts with genuine knowledge and skills in every field of private entrepreneurship, because Niger Delta region and Nigeria needs a progressive, liberal economic policy with smart growth potentials that encourages hardwork and excellence to revitalize Niger Delta Region from the shackle of corrupt Government leadership. This will entail selling all Government economic establishments like the Oil and gas establishments and Shipping and Maritime Industry to private local and international entrepreneurs who can run them efficiently and profitably with MERIT AS THE EMPLOYMENT POLICY; with a serious Government rules and regulation in partnership with credible national and international NGOS and credible civil society groups to help in oversight and documentation along with the government. Just like the communication industry, insurance and Banking industry was privatized in Nigeria, and the result is the impressive growth of the Communication, Telephone, Television, insurance and banking industry growth. (2) Secondary schools, Universities and schools of higher learning in Nigeria and in Niger Delta areas in particular should as matter of urgency create courses in Niger Delta areas schools to study Niger Delta issues on environments, Budgets, Governance, peace and conflict resolution etc. , and this could be replicated to other zones in Nigeria to deal with their peculiar issues and have an exchange programs with other zones to learn those issues. (3) The Youths, the elders, the militants and all the opposition and resistant groups should be positively encouraged to participation in the privatization scheme, and they need help to pool resources and secure partnership in the privatization exercise. (4) When competition, excellence, good results and profit accrues to the consumer, the people, to the stake-holders, to the government and To Niger Delta and Nigerians, it will help heal the ailing Niger Delta and Nigerian economy. Niger Delta needs massive involvement in pressing for the globalization of the Niger Delta and Nigerian economy, because by nature as a globalize people and an international oil and gas center in addition to Shipping and Maritime Industry center, Niger Delta shall fit in very well into such scheme of international and national privatization scheme in a short time. By encouraging the government to enhance oversight and regulate the rules and regulations, Government should immediately privatize the Oil and Gas industry, Shipping and Maritime Industry, the School system up to Tertiary Institutions, the Service Industries, the Railways etc, job opportunities will become available on MERIT immediately with very strong Government Oversight. (5) The abundance of talents that left Niger Delta for greener pastures abroad would return home for gainful employment and Niger Delta, with a track record of excellence in environments of fair competition, would once again recapture the heights of Nigeria's economic and industrial life. The impressive showing of privatization in Nigeria in the promotion of Private Banking, Intra/Inter-state transport and Haulage, Insurance, the Internet, Information technology, Home Video Indusrty - all of which are private sectors driven, is a pointer to his potentials in a globalize economy for the revitalization of the Niger Delta region. (6) To foster full Niger Delta participation in the on-going national and international economic globalization exercise, Niger Delta leaders should device a smart way of helping Niger Delta people to develop a renewed support for positive and credible leadership with track records like the Chairman of the new committee Mr. Lebum Mitee, to help pool funds at Micro levels and street levels and buy sizeable shares in the privatized concerns in Oil and Gas industry and in Shipping and Maritime Industry for the benefit of the communities, villages, schools, the market men and women in the Niger Delta region and this growth and example will spur growth in other sectors and expand into other regions and zones in Nigeria.
